Chemically, both your cars paint and the foreign paint are the same so a solvent like goo-gone. Paint removal from wheel wells can be very difficult because they are normally a flat finish. Rubbing compound will take off your paint even if done by hand. Finally, you can try using sandpaper to abrasively remove the paint. This method may take some time and effort, but it will eventually get the job done. Another way is to use a putty knife or other sharp object to scrape the paint off. This will help to dissolve the paint and make it easier to remove. The wax should remove any lasting signs of the road striping paint. One way is to use a paint thinner or remover.
